Obama admin. plan is for economic recovery is to invest in energy efficiency & renewable energy reducing dependance on fossil fuels and creating millions of new jobs. If this scheme is to work, there must be a price set on carbon pollution. Gonna be a big fight, 40% of U.S. electric power is generated by coal plants. Senator Collins of Maine (Rep.) has a Bill called the "Clear Act", Cap & Dividen, focused on electric power sector. It says Coal Plants buy CO2 Pollution Permits, no free-bees, price of electric power will rise, but consumers are compensated for the increase rates. There's more incentive to use energy efficiency wind, solar, and geothermal energy and build the national unified super grid, all this new investment would (hopefully) create millions of new jobs. Fossil fuel interests are against setting a price on CO2, but environmental groups and tech companies support "Clean Energy" and price on carbon. I read that 500,000,000 dollars has already been spent to lobby against the Clean Energy Bill.
