General Rule:
i before e, except after c
With the following execptions:
"At the height of our foreign power, neither he, nor I, could seize the idea of our weird leisure either."

foreign
neither

leisure
either
Above are the exeptions to the rule.
With every other word in the English language, it's i before e, except after c
