Well, I can't comment on whether or not there has been a fix, but I can calculate the odds of 00 occurring 3 or more times in 13 random selections of two digits in the range 0 to 9. The probability of this occurring is a little more than 265 times in 1,000,000, or 0.0265%. This is a small probability, but not beyond the realm of reason: after all, even less likely events do occur, such as crashes of large commercial airliners.
