I've surfed in Phuket and it's OK. Try kitesurfasia or kitesurf Thailand. Both have schools in various locations in the south and the Gulf. There isn't much to choose from in Thailand; it's nowhere near as established as climbing or diving.

You can surf all year round in Thailand but the Gulf is best this time of year (10-20 knot winds)

I think the West coast is better during the summer and south-west monsoon but storm gusts and squalls can make it dangerous during storms especially for beginners.

The kitesurfasia website has info on weather patterns and stuff plus loads of other stuff.

If you have time before you go, buy a power-kite and practice flying it. A 3 meter will do to get used to the power and controlling it (a 3 meter land based, not inflatable) Look at Ozone kites - very good or flexifoil.
