VATICAN CITY—Calling the behavior shameful, sinful, and much more frequent than the Vatican was comfortable with, Pope Benedict XVI vowed this week to bring the widespread pedophilia within the Roman Catholic Church down to a more manageable level.

Addressing thousands gathered at St. Peter's Square on Easter Sunday, the pontiff offered his "most humble apologies" to abuse victims, and pledged to reduce the total number of molestations by 60 percent over the next five years.

"This is absolutely unacceptable," Pope Benedict said. "It seems a weakening of faith in God has prevented our priests from exercising moderation when sexually abusing helpless minors."

"And let me remind our clergy of the holy vows they all took when they entered the priesthood," he continued. "They should know that they're only allowed one small child every other month."

The pope said he was deeply disappointed to learn that the number of children sexually abused by priests was almost 10 times beyond the allowable limit clearly outlined in church doctrine. Admitting for the first time in public that the overindulgent touching of "tender, tender young flesh" had become a full-blown crisis, the Holy Father vowed to implement new reforms to bring the pedophilia rate back down to five children per 1,000 clergy.

"The truth is there will always be a little bit of molestation—it's simply unavoidable," Vatican spokesperson Rev. Federico Lombardi said. "But the fact that young boys have gotten much more attractive over the past few decades is no excuse for the blatant defiance of church limits that have been in place for centuries."

"The majority of priests don't want to molest kids at all," he added. "But for those who do, we must make sure they're doing it at a reasonable rate."

Following the pope's speech, the Vatican released a statement outlining its plan to reduce pedophilia. Starting next year, specially trained cardinals will make unannounced visits to inspect and observe random churches in order to ensure they are not going beyond diocese-wide molestation caps. The inspector-cardinals will grade each parish based on long, private interviews with altar boys in darkened church basements, and careful observation of priests' sexual activity.

These senior officials will also have the authority to enforce harsh punishments for any clergy member violating his allotment of pedophilia.

"If a priest goes even one child over the limit, there will be hell to pay," said Prefect Emeritus of the Congregation for Bishops Giovanni Battista Re, explaining the Vatican's new "Three Strikes, You're Out Rule." "After the third offense, the offending priest will immediately be moved to another parish. This will give officials time to investigate the case, and will act as an effective deterrent since it usually takes months for priests to gain the trust of the new children."

As a "goodwill measure," Cardinal Re said all churches will also be required to display a sign next to the altar showing the number of days since the last molestation.

Criticism of the pope's new plan has already begun to emerge from within the Catholic Church itself. Rev. Walter Moore, a pastor at St. Peter's in Chicago, questioned the Vatican's methodology in calculating the molestation rates, saying the church's inconsistent definition of pedophilia may have skewed the numbers.

"Is it technically pedophilia if the child's clothes are fully on the entire time? What if he's asleep when it happens?" Moore said. "It's time we had some clear guidance from Rome on this issue. For instance, the church counts it as one incident regardless of whether the child is molested multiple times by the same individual or by two priests at once. That's just plain wrong."

"Plus, if it's supposed to be a special secret between the priest and the boy, is it even any of the church's business in the first place?" he added. "Maybe Brandon is just trying to get attention."

The Vatican would not release details of the pope's upcoming world tour, in which he plans to clear up any confusion on the matter by personally demonstrating what constitutes molestation.

A CHRISTIAN church group will lodge an official complaint after police cut short a bloody Crucifixion re-enactment in the heart of Geelong.

Police say the performance, outside the Market Square Shopping Centre, was offensive and there had been complaints. But pastor Sarah Kenneally, of the Heaven on Earth Church in Norlane, said police had just yanked out their microphone and brought the performance to a premature end on Saturday.

The Jesus figure - fitness adviser Leigh Clough - was hanging from the cross smeared with fake blood, and the re-enactment was timed to attract the attention of Easter Saturday shoppers just after lunchtime. However, police said the realistic display had frightened children.

''The closing down of the display was not about religious beliefs. It was due to numerous complaints from the public regarding offensive behaviour,'' a police spokeswoman said.

Mr Clough said he had been on the cross to remind people of what Easter was all about and it was disappointing the message was cut short.

''We celebrate Easter and we take the weekend off because of it, but I think our society is becoming less and less aware of why we do the things we do,'' he told The Age.

''We were just bringing the Easter message to the people, and it is a happy message.''

He did not feel he was being persecuted for his religious beliefs, saying others had suffered far more for what they believed in.

Ms Kenneally said: ''We were not trying to cause any trouble, but they threatened to fine us unless we stopped. We stopped and asked them what offence we were committing, and they said technically we were not breaking the law.

''It was disappointing. They just came and yanked the chord out of our microphone.''

Ms Kenneally said the microphone was being used only to transmit music and not to preach.

''The male officer said if people wanted to see this sort of thing they could come to our church and see it,'' she said.

The city centre's streets close to where the performance took place have a notorious reputation for after-dark brawls and stabbings, and Ms Kenneally said that, in contrast, the weekend show was by a small group that worked with the disadvantaged in the community.

''We spend a lot of our time with drug addicts and alcoholics in the Norlane area. We are only here to do good,'' she said.

The church would lodge an official complaint today. ''It's supposed to be a free country but they would not let us do this,'' she said.

Police have arrested two women after they tried to take the body of a dead relative onto a plane at Liverpool John Lennon Airport.

Staff became suspicious when the women tried to check in the man, who was wearing sunglasses, for a flight to Berlin on Saturday.

The man is thought to have died the previous day and was in a wheelchair.

The women, aged 41 and 66, were arrested on suspicion of failing to give notification of a death.

The pair, who are German nationals but live in Oldham, have been released on bail until 1 June, police said.

Officers are investigating reports that the body had been taken to the airport by taxi from Oldham, a spokesman said.

Thailand's Prime Minister Abhisit Vejjajiva has declared a state of emergency in Bangkok amid escalating anti-government protests.

In a televised address, Mr Abhisit said the move - which gives sweeping new powers to the security forces to tackle protesters - would help restore order.

It comes hours after thousands of "red-shirt" protesters marched on parliament - forcing MPs to flee the building.

The protesters want Mr Abhisit to resign and call elections.

Thailand has lurched from one crisis to another since 2006 when the government of Thaksin Shinawatra was overthrown.

This is the fourth state of emergency in the capital since 2008.

'Stay put'

The current bout of red-shirt rallies began on 12 March.

The government had vowed not to use force against the red-shirts, and the protesters too had said their demonstrations would not be violent.

But Mr Abhisit said in his televised address that the protesters could no longer be considered peaceful after their march on parliament.

"Our goal is to restore normalcy," he said.

"We need to plan and implement everything to the last detail and with thorough care. The last thing we want is for the situation to spiral out of control."

Mr Abhisit said the state of emergency applied in the capital and surrounding areas, but it is not yet clear how the authorities will implement the new laws, the BBC's Rachel Harvey in Bangkok says.

Emergency law gives sweeping powers to the security forces and in theory bans public gatherings of more than five people, our correspondent says.

But tens of thousands of anti government protesters remain in the commercial heart of Bangkok and show no signs of moving voluntarily.

They regard Mr Abhisit's government as illegitimate as it was brought to power with military support.

One red-shirt leader, Veera Musikapong, told the protesters after Mr Abhisit's announcement: "We have to prepare for another war. If the military comes you should not panic - just stay put."

A minister attached to Mr Abhisit's office said the authorities would disperse protesters, detain protest leaders and search their houses.

Helicopter escape

Thousands of red-shirts had earlier gathered outside parliament and were faced with similar numbers of riot police.

The parliamentary session was abandoned shortly after it had begun and senior politicians, including Mr Abhisit, were ushered out of the building by security guards.

While some MPs used ladders to scale walls as they escaped parliament, others were picked up by a military helicopter which landed on the roof of the building.

A group of protesters then barged their way into the grounds of parliament, but retreated shortly afterwards and there were no reports of violence.

Most of the support for the red-shirts comes from rural areas and the urban poor, who benefited from many of Mr Thaksin's populist policies.

On the other side of Thailand's political divide, the urban middle classes and traditional political elite - who protest dressed in yellow - back the current government.

On Thursday Afternoon at the Police Region 2 Child and Women Protection Unit based at Banglamung Police Station, a press conference was held to announce the arrest of an American National accused of producing pornographic images and videos in his Central Pattaya Apartment. Mr. Anthony Paul aged 39 from USA was detained on the strength of an arrest warrant which was prompted by complaints from around 30 Thai Women who claimed the suspect convinced them that he wanted to be their boyfriend

and then took videos and pictures of them engaging in unprotected sex without revealing he was producing the material for well known pornographic subscription websites. Mr. Paul was found to be in possession of a vast array of video making equipment, sex toys, marijuana, a small quantity of Opium, a loaded revolver and a selection of women’s clothing which could be matched to images provided by the complainants. Mr. Paul refused to speak during the press conference and will now go to court to face a variety of charges relating to his arrest.
