Well you are pretty vague on your requirements so I will have to make a few assumptions however here goes....

Depends what you are looking for. If you really need a laptop as opposed to a desktop then you have limited upgrade options. That being the case then you will probably be looking for something that will last you 4-5 years. In which case you will want something that will run Vista (as XP is due to end of life next year). For 25,000 baht that may be something of a stretch (especially if you want the Vista Aero interface which really needs at least 128MB VRAM to function decently). Panthip or Fortune Tower are both good but you need to know exactly what you are looking for as most Thai IT sales people are clueless about what they are selling (they typically just tell you the latest/most expensive one is the best option for your needs for no other reason than it's the latest/most expensive).

Like I said it really depends on your needs but I would suggest the main thing to look for is something with a Vista Premium/Vista Basic/Vista Capable badge on it. That way when XP "end of life's" you will have a laptop that will be upgradeable to Vista. However, as a I mentioned, your Vista capable/ready laptop models will be limited for 25,000 baht right now (expect that to change during the year as most Vista laptops are only just appearing).

If you want to be absolutely sure then I would suggest you check the Vista capability of the main components (at least the motherboard chipset and the video card) on the manufacturers website (INTEL/AMD/ATI/NVIDIA etc) which will tell you for sure if that compoenent can run Vista.

As for manufacturer Acer/HP/Dell are good (I just bought an Acer laptop this week although I have also used Dell's for years) and they are generally pretty close on price although Acer tends to have the edge.

I agree with beejoir, but Toshiba is just as good.

It all depends on your own preference as to what you really want.

As for the Pricing I cannot help you there.

I am in Sydney so I would have no Idea.

Panthip which was suggested by beejoir again is pretty goob.

Have they a Com City in Bangkok?

If so compare them to each other. (Price wise)
