Dogs in Afghanistan bite people primarily due to the fact that Afghans think that they are target practice for slingshots and rocks.

There was a dog named Bear on the RTC in Herat who was friendly as all get out. She'd run up all happy and give you that "pet me, pet me, pet me" wag of his tail. When she saw Afghans (especially ANP) she'd run after them and try to bite them.

Funniest thing I've ever seen is a platoon of ANP running. Suddenly out of nowhere comes Bear and she chases the last man in the formation and starts nipping at his butt. The ANP Policeman starts screaming, BUT, stays in formation. All the while swatting behind him at Bear. I nearly pissed my pants.
