Baby born to Romanian girl, 10, in Spain

A 10-year-old girl from Romania has given birth in southern Spain, officials in the region have said.

The girl gave birth to a daughter last week in the city of Jerez de la Frontera, said Andalucia's social affairs minister Micaela Navarro.

Officials are deciding whether the mother and her family can keep custody, Ms Navarro said.

The father of the baby is also believed to be a minor, aged 13, who is still in Romania, Spanish media have said.

"What we have to ensure is that both the mother, who in this case is a minor as well, and the baby are absolutely taken care of," said Ms Navarro.

"If they can be well cared for, they can stay with the family," she said.

The baby's grandmother, who is a Roma gypsy, was photographed in Spanish newspapers smiling outside the family's modest block of flats in the town of Lebrija, AFP reports.

Her 10-year-old daughter is reported to have moved to Spain from Romania just three weeks ago.

The woman, identified only as Olimpia, was quoted as saying that the mother was "very well, like the daughter, who is very well and very pretty".

According to the Andalucia daily, Diario de Jerez, which first reported the story, the grandmother could not understand the wide level of interest in the case as "this is the age we get married in Romania".

The latest statistics show that 177 girls under the age of 15 gave birth in Spain in 2008.

We have a TV program here in DK calls "De unge moedre" (teen-mothers). I watched it approx 3 minutes, and that's it for me.

Statistically, DK has got approx 5 teenage mothers out of every 1000 teenagers, not too many of them, luckily. Abortion here is legal, free and safe. Good for them.

I wonder how many are they in India?

73 per 1000...

but I suppose you need to take into account the high incidence of early marriage in India.

USA is 53 per 1000!!!

when in England in the 90s I have seen plenty of young (probably too young) teenies having kiddies. There must have been a good social security back these days.

Probably early pregnancy deals with rape, too.

Just saw the news last week, they actually decrease the kiddy money down though.

What the BBC failed to report is this:

The 10 yrs old's father, who is now 20, decided to leave Romania with his 3 kids to go to Spain, as he is now old enough to get the dole, and 3 x child allowance.

He was delighted when his daughter of 10 gave birth, as there is now 4 x child allowance coming in. He was truly elated when he was informed that the father of his 10 yr old's daughter's child, is also a 13 yr old minor, as due to a loophole in Spanish law, this child is also entitled to Spanish child benefit, even back in Romania. Futhermore, this out-of-work 13 yr old father of 2 (for this is not his first child) now has a Spanish family to take care of, under a European directive, is also entitled to the Spanish dole. It is paid with the child-benefit (his own, and his children's) directly into his Roma bank account.

Collectively, circumstances of the 10 yr old Romanian girl giving birth is costing the Spanish welfare system 2200 euro a month, in cash. Obviously housing and other sundry expenses are also taken care of. Some commentators have pointed out that this welfare system is possibly counter-productive to the European Union's objective of reducing teenage pregnancies this year.

USA is 53 per 1000!!!

Quite shocking number there!!

not to me...

Is this all or unmarried Iain?

all. (incidentally 83.4% of them live in trailer parks)

shocking to me, because USA should be one of those civilized countries, which I assumed the people know about protections when they have sex and all that. Female condom was found in USA, right? and that birth control shot too. USA used some Thai people in villages as their mouse for testing their birth control shot back in early 70s. so, they should know better when it comes to birth control.

hummm

"should " is such an interesting word....

don't assume Nicky, at least not too much...

( assuming..there is some connection with the "shot" clinical trials you mention and either our knowledge as a country about preventing teen -mothers ....or assuming an implication that the US has a decreased civility in conducting those trials....OOoOOps I just assumed an implication)

We certainly have all the resources needed to lower this dramatically

however & sadly:

there is a segment of our population which refuses to come to grips with human sexuality....

(when your head is in the sand you cannot foresee consequences)

couple that with the fact that most of the risk takers (youths) figure --nah!!! could not happen to me...

plus there is a segment of the population that is....just ....well Dumb

(see Iain's sarcasm above)

But you CAN assume we could be doing a better job!

It really is a bit depressing that so many girls here in Thailand are single moms. Especially in a system that has no social security system set up to assist them. Not that it's any better but at least in the west people get money from the government.

Surveys from Thailand have found that a significant minority of unmarried adolescents are sexually active. Although premarital sex is considered normal behavior for males, particularly with prostitutes, it is not always regarded as such for females. Most Thai youth reported that their first sexual experience, whether within or outside of marriage, was without contraception. The adolescent fertility rate in Thailand is relatively high at 60 per 1000. 25% of women admitted to hospitals in Thailand for complications of induced abortion are students. The Thai government has undertaken measures to inform the nation's youth about the prevention of sexually transmitted diseases and unplanned pregnancy.

That's from Wikipedia which puts Thailand almost on a rate somewhere between the US and India. But again, underage marriage is very high in India and in the US at least they would have access to welfare and other social services. On top of that, most women would be eligible for child support from the father. A concept seemingly unheard of in Thailand.

It doesn't surprise me. Chicks are always trying to shove my cock up before I put a condom on, RCA ladies seem VERY bad for some reason, I guess because they are so drunk (have to be to **** me anyway).

And there is a child support system. It's called leave it with the rest of your family so it doesn't even call you mum any more and go and party very ******* night

Sadly, this is sooooo true. The number of children being raised by grandparents is probably higher in Thailand than anywhere else in the world.

And like you say about partying. I know a girl who is married to a guy on the total expat package. He's probably clocking 300,000 - 500,000 per month salary. He is maybe early 30's and she's mid-20's.

They had a kid together and she is always leaving her kid with hubby to go out and party. She can't even understand it when her friends tell her that now that she has a kid she needs to spend more time at home. They don't even like going out with her anymore because THEY FEEL GUILTY!!

Obviously not the norm but I've run into far too many girls who seem to think that a child should not get in the way of them having fun.

There has been two articles in the Post on this issue in the last 10 days;

Persecuting the victims: Thai abortion law has it wrong. Teen girls who fall pregnant deserve sympathy, not censure, Bangkok Post 1/11/2010

A17-year-old high school student found in a pool of blood after performing a near-fatal abortion on herself could be charged with breaching the abortion law. A conviction for attempting an abortion carries a potential jail term of up to three years. The girl (name withheld) lost consciousness and was found soaked in blood at an apartment room in Huai Khwang district last month after using an abortion drug to terminate her pregnancy. She obtained the drug on the internet. A Trat woman has been arrested for allegedly supplying an abortion drug online to the girl.

Women's groups say taking legal action against the girl underlines what is wrong about abortion law in this country _ that women who seek abortions are regarded as criminals rather than victims and deserve social censure, not sympathy. They say the girl's case illustrates that the country's approach to tackling abortion is not working. The teen pregnancy rate here is the highest in Asia, despite what critics say is a punitive abortion law. The girl performed the abortion on herself when she was eight months into pregnancy. She was portrayed in the media as a symbol of the moral decadence and sexual promiscuity said to be typical of teen girls in modern Thailand.

Women rights groups maintain, however, that condemnation and legal punishment will not help ease the problem of unplanned pregnancy. Safe sex education and better services for pregnant women and young mums, they say, will. "She obtained abortion pills from the internet when she was already five months into pregnancy," said social activist Supensri Pungkoksung from the Friends of Women Foundation, which will represent the Mathayom 6 girl in court. "Hers was an act of desperation because she had no one to turn to."

Abortion is legal only when the pregnancy endangers a mother's life or when the pregnancy is caused by rape and incest. Otherwise, women who attempt abortion face a jail term of up to three years and/or a fine of up to 6,000 baht. Women who have an abortion also face harsh social stigma as sinners. All previous attempts to amend the abortion law have failed due to fierce opposition from religious groups. But the anti-abortion law has failed to deter teenage pregnancy.

World Health Organisation figures show the global average number of pregnancies for every 1,000 girls in the 15-19 age group is 65. It is 56 in Asia. In Thailand, it rises to 70, higher than the global average and the highest in Asia.

Abortion is inevitably a solution when unwed teenage girls face harsh social stigma in a society which fails to provide them with safe sex education, proper counselling and other services such as half-way homes for unwed mothers and foster and adoption services, said Nattaya Boonpakdee, coordinator of Women's Health Advocacy Foundation. "Society still sees sex education as dirty talk about intercourse. Actually it is about gender relations, dating, the consequences of unsafe sex and how to protect yourself," she said.

Ms Nattaya said the abortion law is too narrow and forces women to seek abortion from underground abortion clinics. Research shows that 60-70% of women seek abortions because of economic and social pressures, she said. Some are too young, others are too old or too poor. Many risk being fired or expelled from school when they are pregnant. "Women face great health risks, even death, from underground abortion clinics because the safe and legal option is unavailable," she said.

The cost of treating complications from unsafe abortion comes to 300 million baht a year, which could be saved if the country offered legal and safe abortion services. But opponents insist the availability of legally safe and inexpensive abortions will aggravate the problem of teen pregnancy and abortion.

The Reproductive Health Bill, which allows pregnant students to continue in school during pregnancy and resume their studies after giving birth, promises to take a different approach. Critics say allowing young mums to stay in school will encourage promiscuity among students. However, Ms Nattaya said research has shown that when teenage girls see their friends fall pregnant and encounter difficulties in their lives as a result, they become more careful with their relationships.

At a time when more than 100,000 babies each year are born to teenage mothers, "it is a serious national issue", said Wisut Boonyasopit, a health advocate from the National Health Assembly. So is abortion when only 800,000 babies are born out of one million pregnancies a year. While legal abortion remains too controversial, the Ministry of Social Development and Human Security has opted instead to focus on teen pregnancy prevention.

It has worked out a national strategy which includes safe sex education, information campaigns run on social media networks, monitoring high-risk groups, counselling, shelters, occupational training and giving teen mothers the right to resume school after they give birth. The strategy will be proposed to cabinet. One aim of the plan is changing parents' attitudes towards teen pregnancies. They are encouraged to show sympathy and understanding, rather than to punish.

Holding a nine-month-old baby in her arms, Noi (not her real name), said parental understanding made all the difference when her child was born. The third-year vocational school student kept her pregnancy a secret until she was six months pregnant. When her parents finally found out, they still supported her. But Noi has learned her lesson. "If I could turn back time, I would be more careful not to take the wrong step,"she said.

I cannot find the 2nd article but it highlighted that 2, 11 year old girls had given birth in the last year!!! The article gave very disturbing figures for other ages. The main point of the article was to highlight that teen pregnancies are increasing and that Thai men almost never have any criminal, civil or financial accountability arising from these teen pregnancies.
